In compliance with Circular No. 12 from Sup't 10th Dist dated February 14th 1865 I have the honor to report the condition of affairs, state of feeling &c in connection with the operations of the Bureau in the County of Fauquier, V'a

The feelings of the whites of this county are I must say brewing, as the machinery of the government moves on in its great work of reconstruction, decidedly of an antagonistic character and more especially such since they see my determination to establish here a school for the children of the Freedmen, as yet this feeling has not resulted in any acts of violence either toward me or the freedmen and I trust [[strikethrough]] I [[/strikethrough]] will not. I have counciled the freedmen to be still patient and bear as they have the taunts and insults of these disloyal people. except when it is accompanyed by acts of violence. and in all such cases the facts must be reported to me at once for prompt attention  A teacher for the Freedmens School at this place has been sent me by the N.E. Freedmens Aid Society of which, his Excellency Gov. Andrew is President.  The lady (Miss Serena F. Wood of Middleboro, Mass who is the teacher referred to) comes to me highly recommended as to character and qualifications as a teacher, and I am confident from conversation with her relative
