allowed to operate, the influence of the Bureau is much impaired. I myself heard a Mr. Pepper declare in a public speech to a large audience, that all the officers of the Bureau in the vicinity had done nothing but remove loyal freedmen from the land owned by traitors. This was certainly the sense if not the precise words of his language. 
Owing to the pressure of business I have been hitherto unable to send in this report. I trust, however, in future to be more punctual.
