In compliance with Circular No. 6 of date January 31st 1865 from Office of Asst Supt 10th Va Dist Fredericksburg Va. I have the honor  to make the following report, in regard to the condition of Freedmen in this sub-District, as a general thing there appears to be quite a good feeling at present existing between the two races, the Whites generaly appear to be willing to do justice to the Blacks. Although a great many cases come before the Freedmens Court at this place for settlement, there seldom appears to be much ill feeling between the parties, and when the cases are decided the white man generaly abides the result of such decision without murmering, and in almost every instance appears to be willing to do that which is right.
