Col. O. Brown
Ass't Commissioner Bureau R.F. and A.L.
State of Virginia

Colonel
I have the honor, in report of the state of feelings in existence between the whites and Freedmen, to state that no change has taken place in this respect, save perhaps for the better, since my last report. In most cases the Negroes are working well and their employers are offering all encouragements.

I am Colonel
Very Respectfully
Your Obedient Servant
