Sir.
In compliance to Circular No 6 dated Hd Qtr Asst Commissioner, Bureau of R F & AL. Richmond Va January the 29 1866. I herewith, most respectfully, forward to Your honor requested Report.

On duty at this post since the 2nd inst, I have not had yet as much expirience, as to give a final Statement at all. Almost all Freedmen have made Contracts through the Winter, and under my Supervition only one were made, and several privatly made I have witnessed a Copie taken of them and filed. Also I have diferent Cases grown up between farmers and freedmen easely settled by giving the former a writen reprament while refering them to the Law now existing. No Freedmens Commission having existed at this place befor my arival, in organizing the same I have appointed as Members Mr James L. Powers & Mr John A. Compton, both of this place and to the best of my knowledge, loyal and willing to support & assist me in my duty and in enforcing the Law of the United States & this Bureau. No charges were made to me yet, to make a trial out of it. While a great part of the white Citizens are opposed to Freedmens School and Education, still a greater part is in favor of it, and  I shall if assisted trai the best to bring the same in apparation. The Freedmen self of this Sub District, behaf them verry well, and not a great number of them will need Govt Support although while not having issued anything at all in the Month of february I shall need to drow a party of provision, and if possible assist some with wood and clothing. The feeling between the Whites and the freedmen is in general fair, white people not liking the colored freed now as well as when they were Slaves, as I understand treath the later in general beter as, they were used to it.

What I have to mention, and was I find as most needed is: This Sub-District being entirely of, from R.R. Connection with Gordonsville Va, where in necessary Cases I am ordered to call for Medl Aid, some arrangement are to be made, that in Cases as do not need to send to
