Reports that the whites although admitting theoretically that the negroes are free, get practically do not seem to realize it. They think that they are right in punishing a hired servant, just as they would have done a slave. Negroes are almost invariably swindled by the whites whenever they attempt to trade or barter with them. Reports that when ever such cases come to his knowledge he cancels the trade.

Schools are in a very flourishing condition. Two new ones are to be opened soon, to be taught by daughters of the farmers. States that the children exhibit great quickness in learning to read and and write.
 
States that there is a great deal of crime in the county always laid by the whites to either the Yankee soldiers or the negroes.
