Henrico Lieut In accordance with instructions in circular No 6 dated Head Quarters Assistant commissioner State of Virginia Richmond, Va January 29th 1866 I have the honor to submit herewith the following report on the condition of Freedmen in this county. After a careful investigation I find the Freedmen with few exceptions manifesting a willingness to be employed as farm laborers and at various occupations and are rendering themselves usefull and faithful to their employers, wherever employed There are a considderable number still unemployed who state there is an unwillingness on the part of the whites to give them employment with renumeration sufficient to maintain themselves and families this statement seems partly corroborated from the fact that while some of the Whites are encourageing
