Bureau of Refugees, Freedmen and Abandoned Lands,
Office Sub-District of Richmond,
Richmond, Va., February 28th, 1866.

Lieut. H.S. Merrell
Sept. 3rd Dist}

Lieutenant
In compliance with instructions contained in Circular No. 6 dated Hd Qrs. Asst. Comr. State of Virginia I have the honor to forward the following report of the Bureau affairs for the Sub. Dist. of Richmond for the Month of February 1866. While there has been no developments of special interest during the month as affecting the Freedmen in their present condition, there is an encouraging feature regarding their ability to support themselves each succeeding week in the month shows a marked decrease in ration issues and I can safely say that in a short time only those who by reason of age or infirmity are unable to maintain themselves will receive support. The Freedmen are constantly seeking homes and employment and in all cases have given satisfaction and fullfilled [[fulfilled]] the obligations of the contract. nothing of interest
