if the contract is broken by the freedmen leaving before the end of the year - are so low that the freedmen will not enter into contracts. He advises them not to do so. The feeling of the whole community is averse to the freedmen. No cases of distress among freedmen are even brought to the notice by whites except for the purpose of having them (the freedmen) removed from their farms.
Says in conclusion that he cannot properly do his duty without one or two at least - enlisted men - to assist him in making arrests.
