Captain: 
In compliance with Circular No. 6, Bureau of Refugees, &c., Head Quarters, Asst. Comr. Va., current series, I have the honor to report: 

No building or room of any kind, suitable for an office, free of rent, can be found in this county, at this place, which is the largest, or at Saluda, the shore town. The business of the court had been transacted in the reception room of a hotel, on one day of each week by permission, and the other business in my private apartment and the public highway. 

There are no records of any kind in this office, and no books for the purpose. There is a file of contracts witnessed by Lt. Keene, my immediate predecessor, enclosed for better protection in a common official envelope. But with the exception of more memoranda, in loose sheets of foolscap, kept by this office, and not in a fit condition for presentation, there is nothing in this office pertaining to any of the complaints disposed of, or causes tried and determined, by him and the three officers who preceeded him in this district. Indeed there is nothing to show that they
