I have the honor to report that the condition of affairs in this Co., may be considered favorable - The freedmen adhere to their contracts and labor faithfully - those of the planters (a minority) disposed to deal with them honestly and justly, concur with me in this.  Personal violence is decreasing for which we are indebted wholly to the Freedmens Bureau, altho' even with prompt punishment, the freedman is more or less trampled and imposed upon - It only requires that a freedman shall have appealed to the Bureau for redress, to cause a strong prejudice against
