Bureau R.F.& A.L.
Prince George Co, Va,
February 28th 1866

Capt Stuart Barnes
Supt Dist No.2,

Capt,

I have the honor to report that the feeling of the White Citizens of this County towards the Freedmen is quite fair and just, and their desire seems to be, to do everything to promote peace and harmony.

The Freedmen from Petersburg and vicinity are very troublesome. Raising arms they kill the hogs, cows and steal the poultry of the inhabitants of this County, These thieves, plunder indiscriminately either whites or blacks.
