In obedience to Circular Orders no. 15 dated Richmond Va. January 29 1866, I have the honor to submit this my record Monthly Report. During the last month I have met with much less difficulty in the discharge of my duties, than heretofore. Much uneasiness was at first manifested on the receipt of the veto of the Freedmen's Bureau Bill, but I believe the anxiety resulting from this act, has now, in a great measure, subsided. Undoubtedly this act of the President was understood by the freedmen as a direct and immediate abandonment of the protection, government had heretofore extended to them, but I have endeavored to place the matter before them in its proper light, and I am happy to say that my efforts have
