I have the honor to submit the following report of the condition of Bureau affairs in this County

During the month of February I have had but few cases to try before the Freedmans Court  The Planters have generally been disposed to treat the Freedmen fairly and have made contracts with them for the present year at a fair rate of wages. There are but few freedmen in the County who are able to work who have not made contracts. and the supply of good farm hands is not equal to the demand  I have applications from farmers, constantly to find them some laborers. The farmers accept the system of free labor as a fixed fact and are preparing to give it a fair trial. I have found
