Nottoway County Virginia
Nottoway Court House
March 1st 1866

Colonel O Brown
Asst Comr of Virginia

Sir
I have the honor to make the following report of Freedmens affairs of Nottoway Co Va, for the month of February 1866
The Freedmen (with few exceptions) are working faithfully, the have nearly all made Contracts for the present year in most Cases for a share in the Crop
The Citizens generally seem disposed to treat the Freedmen with justice,
The Freedmen have very little confidence in the justice of the Citizens, the think that as long as the Government gives them an officer the will get justice
Their are no Schools for Colored Children in this County, the Colored Children are running around without any education
The Colored people desire very much to have at least two (2) schools in this County

Very Respectfully
Your Obt Servant
Robert Cullen
Lieut VRC Asst Supt FB Nottoway Co Va
