In obedience to Cir. No 6 dated Head Quarters Asst. Comm. State of Va Richmond Va January 29th 1866. I have the honor to state that the correction of affairs in my sub District is improving very slowly on account of the hostility evinced by the whites towards the Bureau. the Freedmen are organizing schools and with slight assistance from the Bureau, the Freedmen are organizing schools and with slight assistance from the Bureau will soon have them in successful operation, the number of children to be educated is very large (near 1000) in some places the schools would be entirely dependent upon the Bureau. I will soon be in a situation to receive and take care of all
