I have the honor to transmit the following account of Bureau affairs to date.

The Refugees of this Sub Dist can obtain no satisfaction for property destroyed, or other debts due them, by the late Rebels and in fact have no assistance whatsoever toward earning a livelihood.  Their barns even within a day or two have been burned.

I would respectfully draw attention to the fact that the Board of Agents have no power to investigate cases between Refugees & Whites, redress therefore is out of the question.

The Freedmen as far as I have seen are industrious and able to support themselves therefore I have made no issue of rations thus far.

Their progress is very encouraging as they show great
