Bureau R.F. & A Lands
Off Asst Supt. Sub: Dist
Manchester 11th. March 1866

I have the honor to forward to you, the following report concerning the correlation of the Freedmen in this district since my last report everything has passed off quietly, and I have had but little difficulty in managing the affairs of the freedmen, of this district.

You will notice by the ration report for this month, forwarded to you some time since that the issues have been considerably decreased and I hope to make them still smaller during the coming month.

In regard to criminal cases, I can say with much satisfaction that there has been a very material decrease, as the accompanying report will show, only four [[?]]ties were tried before the Pro: Judge Court.
