Court of this county rescinded and order in which they had provided to pay the Citizen Agents of the Bureau fifty dollars per month for their services.  The appointment of these men, I am told was hailed with the greatest joy, it being expected [[strikethrough]] to [[/strikethrough]] that they would decide every case in favor of the white man.  I am glad to bear testimony to the honesty, the judgement and ability with which these gentlemen have discharged their duties.   they have done much to bring about the present prosperous condition of freedmen's affairs here.  They are stigmatized as "Yankees".  They took the office relying on the protection of the government, and if it is possible to compel the court to comply with their agreement I hope it may be done.  

The civil police are retained and paid. It is composed in great part of a gang of illiterate, irresponsible  young men, headed by a man who boasts having been a Captain of guerillas in Missouri, and that a reward of $3000.00/100 was offered for his head. The chief occupation of this man and his
