In reply to Circular No 6 of date January 31st 1866, I have the honor to make the following report.

The condition of the colored people in my Sub Dist is very fair. They are beginning to go to work more generally than before and the Whites are gaining more of their confidence.

There is however a vast amount of reform yet needed and which will consume a number of months ere it will be accomplished. One thing that causes me trouble is the running of these people on to Washington whenever they leave on some trivial thing their employers. When under contract these people aught in some way be made to work them out. People who hire care very little for the amount retained in case they leave, but they
