   I  have respectfully to report, that the affairs of the Bureau in this Sub Dist are, in about the same condition as reported for the month of February.
   The Freedmen of Frederick County are making such advancement in their new position; as to encourage all interested in their welfare to continue their efforts in their behalf.
   Of the other Counties of this Sub Dist., I have been unable to exercise but a partial supervision owing to the fact that I have no one to assist me in the office, consequently am confined to the immediate vicinity of Head Quarters in Winchester.
   Circular No 10  was received and as soon as copies could be prepared, a copy was sent to each of the Magistrates in the Three Counties comprising this Sub Dist and I have obtained the written acknowledgement of their having received the order from about Forty of them; and shall have them from
