Genl Richmond Va Captain I have the honor to report that the condition of affairs in this Co. during the month of March have been generally satisfactory The indisputable fact that the Freedmen are working well is conceded by nearly all parties and even at this early day, the success of farm labor is assured. Complaints for non-pay't of wages continue to be brought forward and appear interminable. To the actions of J.J. Burns (case reported) is attributed some neglect in obeying summons to attend from his district, but prompt corrections are applied, otherwise orders are generally obeyed. The power to levy for non pay't of judgements has a beneficial result. There is an
