good feeling existing between the citizens and freedmen but a natural want of confidence towards the former by the latter.  Should an equal number of citizens offer fair and honest contracts = notice has been given that contracts not in equity will be overruled where the settlement is made and that all contracts approved by the Bureau will be sustained, then prospect of good crops is encouraging -

I do not know that this report should embrace matters political therefore only glances at this subject. My views may be expressed in stating that the evidence, as published, of certain U.S. officers from Va. before this Reconstruction Committee of Congress is confirmed in this Co.
