Captain,

In compliance with G.O. No. 4. C.S. from your Office, I have the honor to report that the feeling existing between Whites and Freedmen in this County is good. The Freedmen are doing remarkably well, and are endeavoring to make a good crop this year, but a few cases of non-compliance with contracts having occurred.
Since my last report the number of destitute freedmen has increased ten (10), the number of destitutes will necessarily increase until the crops are made.
