small huts at Oak Grove were seized, and converted into temporary Hospitals.  In Norfolk the city authorities for a time found rations and medical attendance, but complaints being made of the manner in which the patients were treated, I reported the facts to Capt. Flagg, and from him received an order to take possession of the "Norfolk Pest House," which order was on the 23d day of March executed.  Hospital rations were at once issued, and A.A. Surg. T. Lessing was at once assigned temporarily in charge of all Small Pox cases on both sides of the river. Owing to the efficient manner in which he has discharged his duties, the disease, which was rapidly spreading, has been partially checked, and is not now on the increase.  In Norfolk ten deaths were reported in about a month, but as yet Dr. Lessing has lost no case, which he had charge of from the first.  Since the 23d five deaths have occurred, three of which were treated by the civil authorities, and the other two were cases far gone before we took control.  I  would in the most earnest manner recommend that Dr. Lessing be stationed here permanently, or as least until this disease has left us.  Before seizing the Pest House no regular
