Circular No 10 from the Asst. Comr of the State. In extending to the civil Courts and Magistrates jurisdiction in criminal cases, and thereby granting to Civil officers authority to enforce the laws and make arrests, the Freedmen have been led to realize that they are subject to the same obligations and responsibilities as the whites, entitled to the same privileges and amenable to the same power. The result of this has been to induce them to respect the executive officers of this City as they never had before, and at the same time to incite confidence in them. In consideration of this, the policemen have seemed to appreciate the necessity of exercising impartiality in the discharge of their duties, and have exhibited a disposition to extend to the Freedmen the protection and assistance they, in their position are expected to award all citizens.
