Colonel,

In obedience to Cir No 6. dated Hd Qrs Asst Commr State of Va Richmond Va Jany 29th 1866. I have the honor to report that the condition of affairs in my Sub Dist is not very flattering just now.  I have not had an opportunity to visit all the towns in this county as I have not been here but a short time.  I find but little land based for the present year and a great deal of back rents are now due.  I have notified the most of the parties to call at once and settle.

I find a great many colored people out of employment, but it is not because they cannot get it it is because they do not want to work.

The most of the whites are very bitter against the Bureau.
