I have frequent cases brought to me of Violations of Contracts on the part of the Freedmen. A few days sharp punishment for that and [[?]] together with some wholesome advice is I am informed from all parts of the County producing a good effect. I do not punish unless there is positive cause for it. 
The removal of Criminal cases, from the Bureau to the Civil Courts, has created a feeling of regret throughout this County. The long relay attending trials here by the Civil Authorities it is stated, is a great injury to the Freedman & Employer. A Freedman if convicted of a crime before a Magistrate, and is held for trial, lies in jail sometimes for months before he is tried. The Employers thus lose the labor so much needed
