At the present time, whereas, as it is universally remarked, when the parties were brought before the Freedmens Court for trial, particularly in cases of petty Larceny, the short, sharp punishments inflicted upon the guilty exerted a good influence not only on those punished, but also on all in the neighborhood where he was employed.  There has been, but three cases that came under the Circular in "Circular No 10" since March 19th the date I received the "Circular." The examination here before a magistrate and the parties committed to jail to await the action of the County Court, it may be minutes before their cases are reached, as the Court sits but one day each month. The offence charged was hog stealing in each case, the parties had a fair & just examination before the magistrates who committed them.
