General.
I have the honor to report the following in regard to the Bureau in this county.

I have travelled over a large portion during this month. I have found the people very well disposed towards the Freedmen, willing to employ them upon reasonable terms.  The freedmen are willing to work but the greatest trouble with them is that they after making a contract feel desirious to change their place and sometimes break the contract without any just cause. I have endeavored to impress upon them the nature of contracts and that it is their duty to fulfill all bargains made by them.
