Captain,
I have the honor to make the following report in compliance with Circular No 6 Bureau R.F.&A.L. Head Quarters Ass't Com'r Va Richmond Va January 29th 1866, of the condition of Bureau affairs, the state of feeling existing between the Whites, and the Freedmen, and other facts connected with the welfare of the Freedmen in Orange County Va

The Condition of Bureau affairs in his Sub-District is good. All the Freedmen who are able to work are employed, if not by the Farmers, they are working by the day,
There seems to be no further demand for labor,
The Farmers having made their Contracts for this year. There has been no cases tried before the Freedmen's Court during the month, there has however been some disputes between the Freedmen and the Farmers about their Pay for the last year, which have been settled amicably by bringing both parties to the office
