takes up with another woman, and living with her at the date of the passage of the Act, he is irrevocably tied to her, (according to an interpretation of the Act) and separated from his former wife, who with a large family may be depending on him for support -- These cases are numerous

The Freedman in Society
The public tranquility has not been disturbed by any outbreak of any kind since my arrival, nor is there the least indication of any such danger

Felonious crimes are rare among the freedmen -- There are now awaiting trial - one for murder of another freedman. One for rape of a white woman, and one for horse stealing and burglary

Theft is common, but - as far as I can learn, not more so than when slavery existed,

The difference is, that now the offence is more noticed, and greater publicity given by the arrest and confinement of the offender. Pig-pens and Corn-cribs pay tribute to the national taste for Pork and hominy. Some low white men, through out the County are often the chief instigators of these depredations

The number of Paupers depending on the Bureau for Support is slowing decreasing -- About twenty are now drawing rations. These I have just been ordered
