Many of the freedpeople do not come forward to be registered in accordance with Circular No. 11. They seem slow in comprehending their new relations to each other, in many cases refuse to consider themselves as bound - I intend bringing to the notice of the Civil Authorities any who attempt to throw aside the obligations imposed by the Act of the State Legislature.
The disposition of the whites is not favorable to the Bureau - I am treated courteously by the better class of citizens but the say in many instances that they do so the sooner to get control of the freedmen - they took it as an intruder upon their rights. I as its representative am made to feel that they detest it.
