General,
I have the honor to submit my report for April 1866. "On the 16th of the month a procession of freedmen moved through the principal streets of Norfolk, to celebrate the passage of the Civil Rights Bill over the veto of the President. Threats had been made that they should not be allowed thus to insult the South, as it was claimed they would do by such a demonstration, and during their march several missiles were thrown at them, though no serious disturbance occurred until after the crowd had gathered around the stand, from which the speeches were to be made- At about 12 1/2 o'clock, a pistol shot was fired on Church Str. and the cry was raised that a white man had shot into the crowd, and that a negro had been wounded. Immediately the whole gathering rushed to the spot,
