without a certificate of worthiness from some white neighbor. By an order from Head Quarters the barracks of Chimborazo have been sold and the number of inmates at present there are between two and three hundred, a large proportion of this number are either owners or lessees of their dwellings, the Freedmen who have left to the number of nearly one thousand are distributed about the county and most of them have obtained employment.

The Freedmen show an increasing desire to help themselves and more contracts have been entered into the last month than in any month heretofore and in but very few cases have the obligations of the contract been violated by the Freedmen.  I have visited the portions of the City inhabited principally by col'd people and in view of the anticipated approach of Cholera, I would respectfully suggest the immediate policing of these districts which now exhibit a wonderful need of it.

Large numbers of children and adults have been sent north in the last month. The children being secured homes with educational privileges and the adults hired out
