I have the honor to submit the following report of condition of Bureau Affairs in this Sub. district, for the month of April, 1866:

In accordance with orders received from "Hd. Qrs. Supt. 9th Dist., Va., Bu. R.F.&A.L., Fort Monroe, Va." dated April 11th, 1866, I, on the 14th inst., relieved Lt. Lem K. Morton, as Asst. Supt. for this County.

I found affairs here, far from encouraging. The life of the former Asst. Supt. had been openly threatened; little or no attention was paid by the White Citizens of the County in cases where the Freedmen against the whites, or to give evidence in such cases. In fact his authority was set at defiance.
