I have the honor of reporting upon Freedmen of this county their condition, difficulties between themselves and with others, treatment of them by former owners, &c.

This being the first month of existence of this Office, a large proportion of enquiries, complaints, applications for aid, &c have naturally been made to my superior at Winchester, consequently, his report to you will cover a large part of such information as is required, giving number of persons, and the class to whom rations have been issued, number of persons dependent, or partialy so, general condition and prospects of the freed people, the fact of a demand for laborers, constant applications by the farmers for help of all kinds, the general kind treatment, of the Freedmen by the employers, &c.
