in the present condition of affairs, Notwithstanding the statements, which we daily read, to the contrary, I am satisfied, that they are far from cordial. I do not know, as I can better illustrate than by citing a case, which occured here, but a short time ago. Mr Chas Gallagher, connected with the Army during the recent rebellion, as Post Sutler at this place, Purveyor of the 18th AC, and Army of the James, erected buildings here at an expense of over ten thousand dollars, under the protection of the U.S. Authorities. He now has a store, in these buildings, and is probably doing the largest business, of any merchant, between Hampton, and Richmond. During, and since the war, he has given employment constantly to over one hundred Negroes, and has laid out a large amount of money, in improvements, in buying lands &c. His buildings resting on land which is owned by the County, he made application to the County Court to buy, or lease two or three acres of County land, fronting in Yorktown, he would then pledge himself to build wharfs, Saw, and Grist Mills,
