Sir -

I have the honor to submit the the following report in regard to the general condition of Freedmen's Affairs in this county.  The condition of affairs here is more quiet than at the time of my last report, a sort of "calm after the storm".  A little conversation I had with a carpenter who is at work on the new jail, will perhaps, best illustrate the state of feeling that exists between the citizens & freedmen.  He said Lt, what rights do we col'd people have under the laws, I replied, just the same as the whites.  He then said, a man told me that he would sell me 25 acres of land, but the people said no "niggers" should settle about here.  He said we could
