Sir:
I have the honor to make the following report of the condition of affairs to the Freemen's Bureau in this County for the month of May 1866.

On the 4th day of May in obedience to Special Order No. 22. Bu. R.F. and A.L. Hd. Qrs. 9th District Va. May 2nd 1866 I assumed charge of this Sub District relieving Asst. Supt. W.H. Seip. No records other than those made during the administration of Col. W.H. Seip. were found at this post with the exception of a few contracts. The Sub District contains a population of about two thousand (2000) whites and about eight thousand (8000) colored. The conditions of this large no. of Freedpeople is such that while it must excite the sympathy, cannot but command the admiration of an unprejudiced public,
