In compliance with the requirements of Circular No. 6, Head Quarters, Asst. Com., Va., I have the honor to report that the conditions of Bureau affairs, and the State of feelings existing between the white citizens and freedmen, in my sub-district, have improved during the current month. They are now as nearly unexceptionable as could be expected.
