I have the honor to make the following report of the condition of Bureau affairs in this Sub. Dist. in compliance with circular No. 6. C.S. dated Hd. Qrs. Asst.Comr. for Va. Richmond Va. Jan 29 1866. No great change has taken place since my last report. There is a very strong opposition to the education of the Freedmen from the majority of the whites. They decline to execute any contract for binding orphan minor children of Freedmen to themselves on account of the clause relating to the education of such minors although very anxious to have the children bound to them. A large number(from 30 to 40)of old and infirm Freedmen have been recently thrown upon the Bureau for support in this county. Some are living on the lands of their former owners who profess themselves willing to provide them with "Fuel and shelter" if the Bureau will provide "food and clothing." Others are on the land of people who never owned
