Sir:
I have the honor to report in compliance with circular No. 6 from your office that no change has occurred in freedmen's affairs since my last monthly report in Prince Wm. County except that gradual almost imperceptable improvement which time always brings when a bad system is supplanted by a good one in human affairs. Very few complaints have come to me and I have had little to do except to provide for the destitute who are so old and infirm as to be unable to provide for themselves.
