they were in bondage, they were protected from cruelty to some extent, because it was the interest of the master, to treat them well. 

In the other case the able bodied men and women, would be compelled to labor for miserably inadequate wages, while the aged infirm diseased &c would become public paupers - The Freedmen realize these facts, and they are convinced that such would be the result of the withdrawal of the Bureau alone.

Every proper effort has been made to impress upon the Freedmen the inestimable importance to themselves of faithfully observing their contracts & obligations generally, and this, from present indications has had an excellent effect. - 

Their attention has also been called to the great importance, and necessity, of their complying, with the laws relating to the marriage contract. -
