Genl - Richmond Va Major: I have the honor to present the following report of the condition of affairs in this Co. - A feeling of disloyalty made manifest by epithets against the "Yankees" and the Freedmens Bureau, has been growing during the past month, dating probably from the speech of Thos F. Goods (heretofore reported) and culminating in the 21st inst. when Mr Goods in course of an address to a jury inveighed in severe and malicious language against the Bureau; saying, "There is not an honest man connected with the Bureau in Virginia" "The devil is a more respectable personage than the Provost Marshals" "it is only necessary to black one's face to be received
