General
In compliance with instructions requiring reports on the 25th of each month of Affairs in General relating to the Bureau and the manner in which the order restoring the State Authorities Jurisdiction in Criminal Cases over Colored persons is carried out.
I have the honor most respectfully to State that in all criminal cases wherein whites and Blacks were parties to within this Sub District the Courts have given the Black man equal Justice with the White.
I have had Circular letter No 11 Dated Hd Qrs. Asst Comm'r State of Virginia Richmond Va March 19 1866 read at all religious meeting of the colored people within this Sub Dist All the able bodied colored people are at work  and receiving remunerative wages.  And with the exception of some five cases the employers are willing to pay what the agrees to give them.
