evidence that, I think, would not have committed a white man. The court would not, at that session try the case of a white man for stabbing a Negro & admitted him to bail - A county capitation tax, of $1 00/100 [[strikethrough]]pr[[/strikethrough]] was [[strikethrough]]levied[[/strikethrough]] imposed on all males over twenty one years of age.
There are a number of paupers in this Co, and I was obliged to make a requisition for rations to keep them from suffering. In view of the heavy tax imposed & the readiness of the Civil authorities to take charge of the other affairs of the Bureau I respectfully recommend that they be instructed to take charge of this dep't also. 
I very respectfully request that if consistent with the requirements of the service, that I may be relieved of the charge of this Co. I am willing to do every whole duty, as an Officer, but I cannot properly attend to the affairs of one Co, without neglecting them in the other.
