Brvt Lt Col James A. Bates A.A.A.G.
Bureau R.F. & A.L. Richmond Va

Sir:

In regard to Bureau affairs in this County during the past month I have the honor to report that there has been some improvement in the dispositions of the respective classes, caused no doubt by the fact that all are Exceedingly busy with their crops. The Freedmen are working very well. Complaints in reference to the breaking away from contracts have been few.

Very Respectfully
Your Obedient Servant
James Ashworth
Captain V.R.C & Asst. Supt.
