Reports but one freedmen was arrested in Nelson, Co. during month. on criminal offence and Colored people gave bail for his good behavior

A freedmen was shot & wounded, by a White man and has since contracted to work for him as soon as recovered

States there has been more complaint by freedmen of cruelty. whipping this month than during all the time he has had charge of the County. freedmen have no difficulty to get hearing & Justice before the magistrates in cases of outrage & he is endeavoring to raise funds to hire a lawyer to defend freedmen by the year

feeling towards the Govt. is better and civil war discussed in public places.
