the Whites, they are not allowed sufficient facility in procuring Witnesses, for their defense, too much partiality is shown the prosecuting parties, and they being fully aware of the facts, take every opportunity, and advantage, to oppress and maltreat the Freedmen.

Another matter I would respectfully bring before your notice, the arrest of Freedmen by the Whites, who are unauthorized to effect such arrests. The Mayor entirely consents in their procedure, and sanctions these acts which are entirely illegal. He himself is one of their greatest opponents, only a few days ago I heard him remark in the hearing of the whole Court, that, he advised the White community not to employ the Freedmen.

The number of rations issued is steadily on the decrease, none are issued, except, to those who are aged sick, or truly indigent, and destitute
